When the rmteam doesn't do a 720p, I often use Handbrake to pare down a rmteam 1080p x265 to 720p. I set frame rate to match the original and click variable framerate. Set Constant Quality to 21 or 22 and encoder preset to slow or slower. Set Tune to none and Profile to auto. The result isn't optimal since the source is already HEVC but is certainly watchable without any stuttering. I try to use the 1080p source if it's smaller than 2GB and available for free d/l.

I have shared a couple of videos that just weren't available but my u/l is 64Kb and it takes hours and, worse, I can't d/l at the same time.
To re-encode a two hour movie it takes me about 24-28 hours. A 40 minute episode takes 8-10 hours.
I use Handbrake and MKVToolNix (with GUIs) as free tools. Most others either watermark the output or load down the computer with crapware that causes problems. I use videohelp.com for best advice and links to good, safe software.
btw, I get The Americans at PSA. They don't do everything, but are more consistent with what they do.
