Someone mentioned in the comments for the source file ( Better Call Saul S03E08 720p HDTV h 264-TOPKEK ) that it was most likely aired in Spain earlier today.

Another person made mention that Episode 8 is not airing in the US this week, being delayed a week due to the Memorial Day holiday. So is this actually episode 8 but shown in other markets?

yes that's exactly right. this is ep8. as for the quality, the source is pretty dark and though it may be from an HD source, it's not HD quality, so these encodes are pretty bad as well. but if you can't wait until monday it's passable.
